If you have scored well in 12th boards and you get any college in DU after all its lists are out. Then DU is gives the privilege of studying at the most cheap rate all over India.

It is upon you which university you want to get in.
In Delhi, many universities provide BJMC.
Few of them are:
Amity University
IPU
DU
Some other private universities too.
I have no idea about Lucknow.

Yes, you can do mass communication course without regular classes. You can do it through distance learning programme. Register for distance learning programme and take admission.
