Yes, it's almost like that. However, some people have very important role of luck combined with their talent to get a job as a News Anchor without becoming a News Reporter.
It's a pretty difficult job to get, but the path is somewhat straight forward:
1 - With a degree in Journalism; get a job as a reporter at a TV station in the middle of nowhere. Do anything and everything to get on air as much as possible.
2 - Compile a reel of all your best times on-air, submit this to TV stations at slightly less middle of nowhere markets.

The admission procedure goes like this -
1) If you fulfill all the eligibility criteria then
2) Fill up the form
3) Do all the requirements
4) Print submitted application form
5) Pay application fee online
6) Print online payment Receipt
7) Check application registration
8) Print the hall ticket of the admission test
9) Give the exam
10) Wait for the result
When the result is out check if you're there.If yes then follow the instructions

There are only six colleges which offer Bachelors in journalism and mass communication (BJMC) in DU which include, Kamala Nehru College, Delhi College of Arts and Commerce (DCAC), Kalindi College, Maharaja Agrasen College, Lady Shri Ram College (LSR) and Indraprastha College for Women.
But, there are a lot of colleges under IPU offering the same which include:

So, I think IPU will be a better option to pursue the same. Moreover, more than the college, it will be your abilities and skills that will fetch you a good career in journalism. All
