The fee is always subject to change. The estimated price for 2016-17 for undergraduates is $65,478. The number may be the same or might change for 2nd year students depending on books and personal expenses, accommodation, etc. I will suggest you to drop a mail to the university, however they will ask you to wait for any fee updates.

You can apply, but whether you will get admission or not, it depends on your profile and MIT's internal selection process. You don't need to apply for the scholarship, all applicants are considered for financial aid at the time of admissions. Scholarships are awarded to those candidates who have the exceptional academic record.

Admission decisions are not taken by us. It lies on the admission authorities of a particular institute. If you can demonstrate superior research and innovative skills, high level of intellect then chances of admissions are good.
Admissions are based on a number of factors and having a good SAT alone won't help. After all we are talking about MIT here. Having said that, will encourage you to apply, you never know what skills you might have got which may be noticed by the admission officers. Apply timely.

You need not apply for scholarship, all applicants are considered for financial aid at the time of admissions. Scholarships are then awarded to candidates with an all-rounded profile. All the best.

First thing - Which degree do you wish to pursue - Undergraduate or Post graduate.
For Undergraduate degree, you will need to take exams like SAT / ACT etc. And that is not enough. You must have amazing academic record in school for your application to be considered for admission at MIT. Same things are applicable for Post graduate degrees as well. Exams for Post grad degree is GRE /GMAT
