It is just that their admission criteria is broader, and takes into consideration a wide range of parameters, such as extracurricular performance, leadership qualities, passion, etc. People who get selected based on their JEE rank, maybe it is because of their overall profile as they would have qualified Olympiads and all. So, it all depends on the overall performance of the student.

There some universities which are best and offering good quality education, but you need to spend more in order to complete you B.Tech there. RMIT and Victoria University in Australia. You can get a list from Shiksha's university list as well if you visit the Study Abroad website on shiksha.
