If you are applying for MMS ILS seats then MAH-CET is required. If you are applying for PGDM ILS seats then it's not needed.

No good MBA college gives admission to a candidate who hasn't appeared for any entrance exam and cleared the further interview rounds (if selected for it). So it's impossible; you need to give at least one among those exams.

Hi Surabhi,
Your MAT score is not enough for you to get a good B-School. Considering the level of difficulty of MAT exam, your score is too less. I would suggest you to retake MAT and try scoring 99.99 percentile atleast. It will be good if you also go for exams like CAT. But remember, this is really tough to crack as the level of difficulty is much higher as compared to MAT.
Prepare well and then go for it. Good luck!

First, you have to apply in PSGIM website before the deadline by going to psgim.ac.in and then take MAT exam. Then you need to update your MAT score in the application form. After that, you will be called for GD/PI.

It is difficult to suggest a particular book for MAT, because current information cannot be included in that. So, I want to suggest you to try some online courses for your preparations.
