The foreigner can take the admission for their preferred course through overseas study centers of IGNOU. IGNOU will provide the list of overseas study centers and courses are available in the PDF file. Otherwise, the foreigner can take the admission through any one of the regional centers in India.

It depends on the college you are applying to. You must check the central university websites you are thinking to apply to, UGQP1 and UGQP2 are different for different courses in different universities. Some universities may also require you to fill up counselling forms.

For M.Sc (Chemistry) you need B.Sc/B.Sc(Hons) Pass with 50% marks in aggregate (45% for SC/ST) with Chemistry as a regular subject at graduation level from a recognized University/Institute.
So, you are not eligible for M.Sc Chemistry, because of B.Sc Maths.

The MnC students from IITs are offered amazing packages from reputed companies, some notable among them being Microsoft, Epic Systems (US), Visa Walmart, Netapp, Zynga, Arista Networks, Qualcomm, Open Sol, SISO, Citrix R&D, Whizdom Edu, etc. The good news is that since the number of students enrolled in this programme across all IITs are less so the average package becomes one among the highest.
