If you are looking for finance as major or other specialisation like operations, financial engineering, HR, etc. colleges like IFMR and GLIM are also good choices.

The market is currently overflowed with inexperienced graduates having a Masters degree. As you have already mentioned that you're an average student, my sincere advice to you would be to gain atleast 2+ years of experience before opting for higher degree.
After 2+ years of experience, you can opt for MBA in correspondence level or full- time course as per your choice.

I would suggest you to write directly to the universities you are interested in as most of them require completed Bachelors degree + 2-3 yrs work experience, TOEFL/ IELTS and references.
Since you have 23 ATKTS you need to check with them how they evaluate it. SIM, SP Jain, NUS, NTU, Concordia etc are some of the universities you can look for.
