First of all, there is not much difference in PGDM and MBA. Both are equivalent and are given same importance in industry. I have explained below what is the difference.
1. The main reason why postgraduate courses are named as PGDM is that when an Institute is an autonomous body (not affiliated to any University) and conducts management courses, then such Institutes cannot offer MBA degree. Even IIMs, XLRI's doesn't offer MBA degrees; they only give PGP Diploma.
2. Finance is one of the most sought-after specializations of MBA.

The three year program is a program in which you have to study and pass the exam and in return you will get a CFA. CFA trained professionals are always in demand as there are tremendous job options available in the market.
So prepare and go for it, I am sure you will not regret.
It has a awesome market value.

You can do MBA from Himachal Pradesh because there are very good universities to do MBA.

I would advise you to do from SGVU as it's a proper university and approved from all councils. Institutes like Welingkar, Symbiosis and IMT would give you PGD and not MBA and moreover, they have been recently asked by UGC not to offer distance learning till they get them converted into university.

It's good to see that you had completed your MBA. I will recommend a few courses that you can do CFA and CRMA. You can also do big data analysis or online courses from: coursera https://www.coursera.org/courses?languages=en&query=free+courses+in+mba

Graduation marks don't matter in the placement of MBA. Few companies come with their eligibility criteria but almost companies bother about MBA marks and they mainly give their focus on interview. It depends upon you how smartly you are able to give the answers. You should know the implementation of theories practically. The panel checks the level of confidence, communication skills, clarity of thought and concepts and way of presenting the answers.
