Without GMAT it is quite impossible to do MBA abroad. I don't know what is resisting you to go for GMAT but scoring good marks in this exam not just opens the door for abroad University but also for some best Indian Universities also like ISB Hyderabad, SP Jain University, IIFT Delhi etc. Hence, it is suggested to go for GMAT exam. To be absolutely sure you would need to at least 8.5 or higher in each section, that is if you are looking for a scholarship through IELTS.

It is difficult to say without having your education background information. Canadian universities are more competitive to get into, you will require very good percentage. Australia is expensive but options are many as compared to Canada. Both will also require work experience in relevant field to be considered eligible for MBA. You may also have to take GMAT. It is therefore best that you visit some university websites in both countries, compare the admission requirements, fees etc. And match these with your own profile and plans.
