Institutions level seats are decided by management from college and is covered under PGDM admission. Some colleges already have reservations for it and is purely on merit except the cut-off being slightly lower.

Yes, students of PGDM are evaluated by institution and so is the degree offered, both MBA and PGDM are equivalent in terms of value and job opportunities in market.
