Yes, they do consider. Every college has different cut-off. For CAT, it ranges around 50-60 percentile for top B-Schools.

For an MBA in HR, the best colleges in the country are XLRI - Jamshedpur and SIBM - Pune. TISS - Mumbai offers an MA program in human resources and labour relations.
