It depends on you performance and the tie ups of the college you are in, many colleges don't even give more than 4 lacs and there are others which give even 20-25 lacs. So, it depends upon various factors.

Yes, IISWBM accept MAT for MBA. You need to score 90 to 95 percentile in MAT exam to get admission in IISWBM, Kolkata. Good Luck!

There is no such slab for salary structure after pursuing any course. It all depends from which college you pass and marks you score so that you can get placed in a renowned organisation with an attractive package.

If you are pursuing B.Tech in electrical engineering, now you have two career options either you can go for M.Tech in particular specialised stream of electrical or you can either pursue MBA also. Both these streams are good and you will get a lot of career opportunities also after pursuing Masters. As you don't want to continue in your stream electrical then its good for you to pursue Masters in MBA. It will open a wide range of opportunities for you from career perspective view. In my opinion B.Com+MBA will be the best option for anyone because MBA provides courses which include core curriculum of subjects such as accounting, economics, marketing and operations.
Some schools require MBA candidates who have completed their internship from a company or an organization which can lead to concrete job opportunities after the programme. Follow your own path and you have also done B.Com so you already have some knowledge of taxation and economics. In my point of view, you should do MBA along with an internship.
