Yes, you can pursue BCA with Arts in 12th as there are universities which require minimum eligibility 50% with English in 10+2 for BCA programme. I would prefer Lovely Professional University. Always choose the institute that along with good education provides you a platform to improve your ideas and provide an stage to bring your innovative ideas into practice.

You can go for a distance learning course via IGNOU MUMBAI UNIVERSITY, CHANDIGARH UNIVERSITY, BANGALORE UNIVERSITY, ICFAI UNIVERSITY, AMITY UNIVERSITY, etc. It is a UGC-DEB-approved course. Some of the universities have the course of Distance MCA course of 2 years and some of the universities have a Distance MCA course of 3 years. But there is no way to attend a direct exam. You will have to enroll for the course either via Regular or Distance mode for the examination.

Yes, definitely you can pursue BCA and MCA after 12th with the arts stream. But this provision may change college after college.
