If you keen to go for higher studies such as MTech or MS after BTech and become a specialist then MS abroad can be a good option beside doing MTech in legacy IITs after clearing GATE. You may evaluate German Universities for MS in Mechanical Engineering.

Most of the good Car designing courses eligibility criteria is B.Tech Mechanical Engineering or B.Tech Automobile Engineering. You are advised to seek lateral entry admission in B.Tech after Diploma in Engineering to fulfil your dream for becoming a car designer.

I will say ECE as initial package will be more than mechanical and also you will get a job more easily as compared to mechanical.

After PG Diploma, you have to join engineering further with same mechanical engineering trade and get degree from engineering colleges which are highly reputed because in Diploma, many student got more than 85% marks and seats for Diploma candidate in engineering colleges are only 10% as per central arrangements, so the chance to get good college is quite good but if you get a good college like COEP, VJTI, etc. then it will be better for you.
All the best.

Since, the future is going to be technical and digitized, I would suggest you to go for ECE but if you are really interested in doing mechanical, that is fine but doing ECE will give you a bright future.
Good luck.
