Don't lose hope, try all courses in government college if you get MBBS to join immediately if really interested to study, otherwise, you can choose other courses BDS and AYUSH in government college don't regret it. Even try NEET-UG for next year don't hesitate, study hard you will get MBBS.

No, you cannot apply for management quota through counselling. For applying under management quota you have to visit that college and go for the admission process for management quota in that college.

Yes, you can get into a medical college for MBBS and BDS. You have more chances to get a government college for BDS. And for MBBS you can get admission into a few private medical colleges like SRM Medical College in Chennai. Since you have not mentioned your category, rank, or domicile, it is difficult to accurately tell which college you may get admission to. Yes, you may get into a government medical college in Rajasthan with a 98,255 rank under the home state quota. According to the information given by you, you may get admission to the MBBS courses at the following colleges:
1. Government Medical College in Bharatpur
2. Government Medical College in Churu
3. Government Medical College in Pali
However, you may not get admission in round one or round two of NEET counseling as your score is less than 500. Based on previous year trends due to high competition in MBBS cut off is high even in SC category and you have more chance by Mop Up or stray vacancy round.
