Three-year degrees are not easily accepted by Canadian universities. They may require an additional evaluation. But, on the basis your B.Sc, you can apply for PG Diploma programs from colleges like Humber, Seneca, etc., mainly the SPP colleges.

If you meet the admission requirements, you can. You must also check with the desired universities in Australia or Canada if they recognize MGU, they have their own ways of assessment and evaluation, so please write to them.
