1st CET results will come then go to nearest college where you will purchase/get brochure and kit for login. Then fill the form as per instructions are given in brochure. Next steps are well explained in the brochure.

The cut-offs change every year, but the general cut-off will be around 175 in MHCET and 80% in class 12th.
I have included class 12th marks because the criteria and patterns change too often.

Your rank is not good and I don't think you got admission in this college by this rank, but you can try for it, but you can not expect your choice of branch, may you got different branch through this rank.

I think she should take a year drop and try next year. Sorry, but she will not get a very good college/university at this rank. Average private colleges will be always available for her. She may get central universities like HNBGU (UTTARAKHAND), NEHU (Shillong), CUH (Haryana). HNBGU has girls quota so chances are there for CSE.

Yes, CET is enough to get admission.
Other than this, you need to score minimum 60% marks in your 12th.

With 90 marks in MHT-CET, you can't get in such colleges. class 12th marks don't play any crucial role in getting admissions to engineering colleges, but CET marks are important and it should be a minimum of 150.
