If you are domicile of Maharashtra, and have cleared MHT CET, then you are sure to get admission in an engineering college. In addition, there are some engineering colleges set up as minority institutions and as a Muslim you will get priority in such colleges. Best wishes to you.

Yes, but for that you need to fulfil all the other admission criterias as well. You can fill the application form of the college and then apply. Only if you had given more information via name of exam etc., a better answer could have been given. Okay, I will still attempt. If you are filling up entrance exam form online, there will be link to pay requisite fees. Your registration becomes confirmed only after fees has been paid. If you are talking about exam fees while studying in a college or by distance, time for exam fees is around 4-8 weeks before exam date. Best wishes to you.

If your father is a resident of Mumbai and staying in Mumbai for a certain number of years he would be deemed to be domicile of Maharashtra. As a result of this, you also could be considered as a domicile of Maharashtra and can seek admission, as a Maharashtra candidate for any of the engineering colleges situated within the state. However, to be more precise and confirmatory I would advise you to see the website of directorate of technical education of the Maharashtra government where in the eligibility and domicile conditions are given out in detail.
