Hello, hope you are doing well.
No, you are not eligible for government colleges with your marks and rank in JEE Mains. You need to go for private colleges. Board marks don't matter in JEE Mains counselling. For Maharashtra, if your state merit list will be under the cut off of government colleges, then only you will get, otherwise, with JEE, you won't get.

It's very tough to say in which round you will get admission in your desired college. There are many variables. But do not lose hope till the last possible round.

Your MHTCET marks will not help you to get admissions in Madhya Pradesh. The best colleges in Madhya Pradesh are GSITS, Jabalpur Engineering College, MITS Gwalior, GECU Ujjain, RGPV Bhopal. You'll only be able to get RGPV Bhopal and GECU Ujjain with your marks.

If you have got a good score in JEE Mains then you can get an IIIT or NIT but not CSE. You can get IT and mechanical engineering.
