Microsoft has a lot of courses and resources online. Checkout Microsoft's Virtual Academy (MVA). You can do free courses from them. In order to give certification exams, you need to find a Microsoft test center or vendor near you and get more details. But, if you are planning to learn online then start with MVA.

Having a certification will add value to your profile and will let the recruiter know that you are skilled and were capable enough to clear MCSE certification. But, a graduation is must. You might get job in some startup or small company, but in order to grow in life, you will need a graduate degree. Graduation is primary, Certifications are secondary add-ons. So, complete your graduation. All the best!
