Plastic Engineering, Metallurgy and Mining Engineering are all great courses. They all have promising careers. I myself am a graduate in Plastic Engineering so I can assure you that there are a lot of opportunities in this branch. As for Metallurgy, it is also a good branch if you can find a good college. Mining is also very good branch. Mining Engineers are in a lot of demand in Eastern and Central India.

After class 12th, you can go for B.Tech in Mining Engineering branch. There are many institutes offering this course. ISM-Dhanbad is one of the best institutes for mining engineering.

As per of my knowledge, you can't do this.
Lateral admissions are for Diploma holders.
And in 2nd year, if you score good marks, you get a chance to change your branch (if you are willing to do so).
And if the seats in MBM will be left vacant they will give an advertisement in all the newspapers informing about the vacant seat and for those seats, you can apply.

IIT, Dhanbad admits its undergraduate student's through Joint Entrance Examination (Advanced), previously-JEE. Admission into IIT Dhanbad is a two-step process. One needs to qualify JEE Main and then give the JEE Advanced. Admissions are based on the JEE Advanced rank.
