Admissions in these countries are not exclusively dependent on academic performance but depends on many other factors. Look for link for duplicate degree Certificate. If not available then write email to registrar telling him how you lost original and hence now seeking duplicate. You will get detailed instructions. History has good amount of share in civil service exam. I suggest you to analyse the subject wise share of UPSE CSE. You can choose History as optional for your Mains. It is a good option for civil services if the subject is interesting for you. Also History is helpful in prelims. Best wishes.
