Yes, 223 rank in IP CET Test 2018 in Masters in mass communication is good and you can easily get admission in a good college under IP, you just have to wait for the cut-offs.

St. Xavier's-Mumbai is the best one for mass communication in Mumbai. It offers BM (Media Studies). I am not sure about PG though.

Yes, the admission process has started for all the colleges. The process will include filling of the registration form, appearing for the common entrance test and then going through the counselling process. The main element is the entrance test, which is basically an aptitude test. This test includes 4 sections: Quantitative Aptitude, Reasoning ability, English language comprehension and General awareness.

If you're interested in doing it from a private university like ILead or Amity, you can simply apply and go for the written and interview and then your admission will be on the basis of your marks on the entrance test as well as your average marks from the university.
