No,there is no rule like that in MNIT Jaipur. It is only in few NIT colleges.

Depend on your interest. If you are just thinking of college then IIT is better and if about branch then EC is better. So, you have to decide. But if I have to select I will go for IIT Delhi as there you have chance to change your branch in next Year after scoring good CGPA in first year.

Chemical at NIT-Jaipur will be better in terms of what features you have mentioned in your question.
