Hello Udit,
Class 9th would be too amateur to enroll into app development courses. Probably, as per your syllabus, you will be studying Java or C or C+ as a part of programming language. This too doesn't include the complex details at the moment.
Developing an app requires you to learn different kinds of programming techniques for database, for user interface, for back-end programming, etc.
At this point of time, go step by step. Learn each and every thing being taught. Programming languages are a vast ocean and include a lot of categories. You need a lot of time to understand the entire details.

In current trend, android is very valuable platform to build career. Salary may depend on level of education, knowledge and organization. For Bachelor degree holder fresher, a local organization can offer Rs.1.8 lakhs to Rs.2.5 lakhs. Big MNC can offer Rs.2.4 lakhs or above.
For Masters degree holder, any big organization will provide minimum Rs.2.4 lakhs to Rs.3 lakhs.

If the criteria of comparison between these two colleges is only job placement, then there is no winner or loser. Here is why.
Indian students are used to the concept of campus placements and on-campus recruitment for getting jobs. However, there is no concept of placements at Canadian universities or any other foreign university for that matter. Most Canadian universities have a cell called a Career Services Center, which helps you get jobs and helps you prepare for interviews. But that is all, most of the times.
