Yes, a graduate from YCMOU is eligible to attempt UPSC and MPSC exams, if you meet the other eligibility criteria set by the respective examination commissions. Students with bachelor's degree or equivalent from any recognised university are eligible for MPSC. So if you completed your graduation, you are eligible for the exams.
