I am sure MSW in HRD will be a good one for you, after your B.Com. One can work at community health centers, mental hospitals, schools or charitable trusts for mental health. You can even work for child welfare organizations where you can serve children who are neglected by parents or belong to the low-income families.

After pursuing a Master degree in social work, one can apply for jobs in various fields. The job opportunities are always high in the medical field. MSW pass outs with specialisation in the medical field can work in hospitals, nursing homes and rehabilitation centres. MSW holders can also work for child welfare organizations where they can serve the children who are neglected by parents or children from low-income families.

You can go for an MPhil (regular) after completing Masters from IGNOU. Every institution has its own criteria but since IGNOU being the recognized Open University, its degree is acceptable by almost all other regular institutions.
Recently, UGC has announced that candidates who score 55% in their Masters are eligible for MPhil from UGC recognized universities. So you need to focus on getting at-least 60% in Masters to be in the safe zone (Only if you are a general candidate).
