I am sure MSW in HRD will be a good one for you, after your B.Com. One can work at community health centers, mental hospitals, schools or charitable trusts for mental health. You can even work for child welfare organizations where you can serve children who are neglected by parents or belong to the low-income families.

Yes, you can apply. The eligibility is you must have completed graduation degree with Sociology / Political Science / History / Public Administration / Economics / Anthropology and have scored at least 300 marks in above-mentioned subject and passed successfully.

Yes, you are eligible for the course. But this is a full-time course. And if you are pursuing LLB as well online then it may create a problem for you.
