Undoubtedly PMCH, though CNMC is considered as one of the top government colleges in WB. It's infrastructure for studies is very poor according to recent MCI reports. There were even controversies as MCI threatened to lower the seats for MBBS this year due to poor infrastructure.

Dear Priyank,
Below are the basic details of both institutions;
University Of Lucknow or Lucknow University (LU) is affiliated to University Grants Commission; Association of Commonwealth Universities (ACU); Association of Indian Universities (AIU); Distance Education Council (DEC).
National Post Graduate College is The only Autonomous College of Lucknow University.The College offers under-graduate and post-graduate courses.
If you ask me, I will go with Lucknow Universality, the reason, it is the direct body registered with all the governing & regulatory bodies of educations in India.

All the three institutes mentioned by you are equally good and thus it will be very difficult to tell which one will be the best option.
However, we can help you with the parameters that you can keep in mind while choosing an institute among the three.
You can consider the below parameters
1) Faculty,
2) Affiliation / Recognition
3) Course Material,
4) Quality Education,
5) Fees
6) Infrastructure
7) Success Rate.
8) Placement
9) Top recruiting companies.
Also, if possible go through the alumni speak section to get an idea what the alumni thinks about the institute.
