NIT, Durgapur is better than NIT, Hamirpur in all perspective. Both are good but location wise Durgapur is best. Also NIT Durgapur has better placement record.

As per the latest MHRD -NIRF ranking of engineering colleges of India the ranks of the colleges are-
NIT Kurukshetra- 43
NIT Durgapur- 47
NIT Calicut- 50

See you are opting for quite an outdated course. The scope and opportunities are very less. Talking about placement, it more or less lacks everywhere in civil branch. After all, you will be hired by a mass recruiter only (most probably). If possible, select a better stream. And if you want civil only, I can say both the institutes are good. Yes, IIEST Shibpur has the oldest civil department, but I can't say about the labs and facilities whether they are latest or not. Having a legacy doesn't imply that it will be good. NIRF ranking is not everything.NIT Durgapur ranks 47 and IIEST, Shibpur ranks 30. I will suggest you to go for Shibpur if you are interested in civil engineering or else if you are interested in mechanical engineering then choose NIT Durgapur. If you are not stream biased then choose Shibpur. Why? Here are some advantages-
1. Better placement cell
2. Nearby Kolkata
3. Offers dual degree (B.Tech+M.Tech, 5 years)
If you opt out to pursue only B.Tech then you can also do that and get your B.Tech degree after 4th year.

I think DTU is better option but if seen according to priority list which is best
NIT Durgapur, DTU, NIT Hamirpur & Jalandhar.
In NIT, Durgapur last year closing rank was 18112 so there is less chances but if take part in JOSSA counselling carefully then there will be a chances in Durgapur otherwise DTU is better option.
