If you are interest is neglected then you should join ECE, because it is well established in NITH whereas Material sciences are recently started. But, if you have interest in material Science then you may go for material Science. ECE-70%

You can get NIT Srinagar, NIT kurukshetra, NIT hamirpur, NIT rourkela, eastern side nits, home state NIT, etc. But in csab rounds. No chance in JoSAA rounds.

You may get CSE in special / CSAB rounds but I don't think you can get CSE in JoSSA round. You can get other branches in NIT-Hamirpur. If your home state is himachal pradesh only, then you have good chances in CSE.
