Yes, you may get admission to NIT Rourkela by home state quota. And also, by OBC ranking, you may get electronics or mechanical in NIT Rourkela.

To get admission in NIT Rourkela you must have a score of above 90 percentile in JEE Mains. Also, to get a core branch in such an institute you need to score more than 98 percentile and the cutoffs for different streams are different.

No, it's not possible. You have to appear for atleast one entrance test and should clear it as well so then only you can get admission in any B-school. This is a prerequisite to get admission in any MBA course.

As per the eligibility for M.Tech, you must have done either B.Tech or (B.Sc+M.Sc), then only you can apply for M.Tech programme. Since you have done B.Sc. In Biotechnology, you further need to pursue M.Sc. In any specialisation of Biotechnology.
