Yes, your degree is valid. The Jodhpur National University is a private University created under Rajasthan state ordinance no. 7 of dated 21.10.2007. The government of Rajasthan has passed bill of this university under act 5 of dated 29.03.2008. Further, the Jodhpur National University is an UGC recognized Private state University.

Based on your score some rank predictors are giving your rank around 8000 - 9000 in CML, meaning a decent enough rank to get an admission for general category student. Moreover having a PWD reservation increases your chances of getting a better institute. Secondly, JNU cut-offs had been quite low over the years. Hence, you should easily get a seat at JNU.
