No, you cannot join NDA with spectacle power of -3.25 in left eye as spectacles are not allowed in NDA at all. Eye sight should be 6 / 6 with out spectacles. Medical standard of eyesight for NDA is as follows :-
A candidate should be able to read in a distant vision chart 6 / 6 in better eye and 6 / 9 in worse eye with or without glasses. Myopia should be not more than 2.5 D and hypermetropia not more than 3.5 D including Astigmatism.

Hello dear, Yes female candidates can apply for NDA and CDS examination. The NDA exam is conducted by UPSC for admission to the Army, Navy and Air Force wings of the NDA.
