No, if you don't want to participate in All India Counseling, you can simply register for counseling in your domicile state. However, if you want to apply in another state, then you will have to register for AIQ counseling at the MCC website. Also, with your NEET rank of 4,82,125, you are not eligible to get a government seat for MBBS. You can only get management MBBS seats in other states, as your rank is very high. For MBBS. It's quite difficult to make prediction as cut off marks/rank for medical colleges depends upon various factors like number of students that appeared in the exam, kind of marks obtained by them, toughness level of the examination etc. But when we go through previous data then it suggests that with 608 being from obc, you hold a good chance in following government medical Colleges under Rajasthan state quota.

With 264 marks in NEET-22, there are no chances of getting admission in any of the good Government or private colleges of India even if you are an SC or ST candidate. So the option left for you is to apply either for average Private medical colleges or you can go abroad for pursuing your studies.

Mop up round is basically the last round of counselling where all the qualified candidates of NEET and those are who were waitlisted in previous round have a last chance to get college of their dream. You don't need to do any thing extra for mop up round, if you are qualified in NEET and fill the online form for counselling the first time, then you need to update you form for the same.
