You have apply for counselling via online and you will need following documents for that. Here is the list of Documents you'll need for NEET UG Counselling. Signature
Category Certificate
the latest Passport size photograph
Passing Certificate of class 10. Thumb impressions on both left and right hand fingers. Citizen certificate
postcard size photograph
PwD Certificate. And counselling process goes up to 3 rounds, if you are meritorious then you 'll get you dream college.

With your AIQ 10375 you can get seat in MBBS and also in last round of counselling may be. But if you want to do your MBBS with any private college, you will get admission in any of the private medical college of India.

To get admission for MBBS with 245 marks is very low, besides having your SC category no government will have place for students scoring this low in NEET exam. You can still go for private college but if I suggest please appear next time in NEET and score good marks. Do not listen to others, do what your heart says.

You have got 543 marks in your NEET. This is quite impressive, you must have work super hard to get there. And the answer of your question is Yes, you can get admission in Medical college. And here are the list of AIQ colleges from Bihar. Jawaharlal Nehru Medical College, Bhagalpur
Government Medical College, Bettiah

It is not confirm that you will get MBBS seat in Jharkhand with this marks in having general category. There are only 15 percentage of seats that are allotted for students outside of the state. And also you are from general category, this makes situation pretty complicated. Although the cutoffs for 2022 had not been declared. But previous year it was around 580 to 606 for general candidates.

You will get colleges of medicine to pursue MBBS with your achieved marks of 420. And the fee structure will completely depends on the Which college you get in to. If you will get in to any government college for medicine you fee will be minimal but if you want admission in any private college they have very high range of fee structure.

You don't need to worry about prioritizing colleges based on your rank. When you'll go through your counselling process, colleges will appear in front of you based on your achieved rank, marks and your category. You only need to tick and choose for college you want for get admission in to.

Yes, 447 marks is not an ideal mark to get in to MBBS government college and you placement also depends on other factor like your category. Firstly you should have applied for counselling till now. Based on you marks and college cutoffs you will get your seat in MBBS.
