Firstly, very congratulation to you Anju. You must have worked very hard to reach there. Now, talking about colleges, following is the list of colleges you should definitely try for:
SCB Cuttack
Grant MC Mumbai
Medical college, Kolkata
IGMC, Shimla
AIIMS - except the top 7, you'll get AIIMS Nagpur and all other AIIMS
RUHS, Jaipur
BJMC, Pune
PMCH, Patna.

You have a better chance of getting seats for medical courses within the rank below 15000. But the cutoff is ranginging from 10000 to 12000. Chances are there since my close friend who has a rank within 13500-13700 I don't remember exact number, he got admission through AIQ in best colleges in Kerala and is currently pursing BDS.

Yes you can get admission in B.A. MS government college. You have to apply through single window application provided by the education department of the current state where you are planning to pursue your Bachelors. Also there are other ways through management quotas and community quotas that can allot seats for certain courses.

With 112 marks it is quite impossible to get any government college in counselling. You should give NEET next year and then go on hunt for colleges. Although you can get admission in many reputed colleges with your achieved marks.

Yes you have chances. Please refer nirf medical colleges rank or other ranking for shortlisting colleges with moderate ran.

If you are in general category than it is quite rare and if you belong to other backward caste than it might be possible that you get admission in some government colleges.

Please ask your question again with more clarity. If you want to know about state quota in NEET counselling then yes there is 85percent state quota in state funded college but you must have domicile of that state.
