Books for NEET preparation would go as :
To begin with the most important and unforgettable NCERT books just grind and mug up with complete understanding. Secondly to be clear with key points of every line of NCERT you can go through NCERT fingertips too
As the best way to go through every single chapter is to attempt mcqs.

You can start your preparation from the 9th only. NEET and AIIMS exams are usually conducted every year by MCI. They give us admission to various medical colleges in India. NEET syllabus covers mostly class 11th and 12th but both classes are somehow related to class 9th also. So, start solving MCQs based on your syllabus and give a mock test of NEET. Or you can join some coaching institute also if you want to.

Nothing can be predicted before you actually appear for the exam. All that matters in the end are the efforts that you have put into your preparing and the type of strategy you follow. Go on to explore the options of preparing - offline/online. Coming to your motive of asking the question, yes you can if you have a clear goal and a well defined strategy for that. Time period is enough to prepare for any exam given you have the basics clear or you can work on them as well in the said interval. You will be competing with a number of students like you, what will differentiate you from the herd is your approach.
