As you have the background of life sciences, you can understand the biotechnology subject easily as already you have thrown some light onto that in your 10+2.
You can join B.Tech in biotechnology which will give you a good number of job opportunities.

Both the institutes are good and it is very hard to compare them. Allen, Jaipur may have an upper hand over Chandigarh in terms of course structure and teaching methodology.
