I am afraid entry as a nurse in army is not through NEET. Army conducts its own entrance exam for the course. In addition, I think it's restricted to only female candidates. I am attaching a link that will give you all the required information about the different aspects of the admission procedure. https://www.afmc.nic.in/Admission/NursingAdmission.html

All India quota is for the students who are of other states. There will be reservation for that state and students alone and will not be reserved for other specific state, that's why they made it all India.
