No, this is not possible . you should take a year drop and increase your marks . Also depends on some factors like Cutoff for that year State quotaTry to increase your marks upto 250, than very high chance you have to get college.

No, you can not join KIMS Karad without entrance exam. For admission to MBBS, BDS courses, a candidates must have passed Class 12 with Science subjects from any recognised boards, and secured a valid score NEET. For BSc and MSc (Nursing) admisison, candidates requires to appear for different exam (state level or college-level).

There is no college in Haryana that offers MBBS at a cost of eight Lacs for the entire course at this marks.If you had scored above 650, you would get a government medical College, which would cost you less than eight lakhs

Rolling 420 marks in NEET, getting a seat in Govt medical college of Andhra Pradesh and Telangana is possibly tough but not nonviable as it needs to check the cutoff for current year.
