Yes, it is possible to become a veterinarian without NEET. There are several universities and institutes that provide admission into courses of Veterinary Sciences based on entrance merit without conducting any entrance test. For admission to MS at Sree Balaji Medical College and Hospital,  candidates must have an MBBS degree with at least 50% aggregate from an institute recognised by Medical Council of India. Selection is done on the basis of score obtained in NEET Pg entrance exam.

As long as the photo satisfies all other requirements, there usually shouldn't be a problem if your NEET application photo includes a blue background. Make sure the photo complies with all the requirements specified in the instructions for the admission card. If unsure, get confirmation from the examination authorities.
