I don't think you can get admission to any Government college with four thirty marks, I am saying this by assuming you as a general category student if you are from SC/ST Category you can give it a try by filling counselling form. You can go with Government College Karur, Goverment College Kannauj, Himachal Pradesh Medical College, Shimla and many more. But if you are from general category you can go with private college or deemed college with managemnt quota. If you want to know more you can visit official site of shiksha.

No, NEET is not mandatory for taking admission in B.Pharma courses.Normally, admissions to the B Pharm programs are on the basis of various entrance examinations like the NEET, MHT CET, CUET, Andhra Pradesh EAMCET, TS EAMCET, KCET, JEE Main, GUJCET, and KEAM, etc., or on merit-based criteria defined by individual colleges or universities.

As being one of private colleges, the cutoffs aren't very high. If your score is above 150 then you have high chances of getting addmission through UPCAT of NEET counselling or direct as well.
