You can apply for a visa after you have received the admission offer from a university. 65% is a slightly difficult score to get into Canadian universities but you can check specific entry requirements on university websites. Apart from Canada try in Australia too. Remember you must also take the IELTS or TOEFL to meet English language requirements.

You asked the question way back in last year's June, it's really unfortunate that you didn't get any answer. I wasn't there at that time.
Anyway, SXCKOL actually doesn't have any foreign quota but there are other reserved categories, you can find them in the website.
