With 98 percentile you may get a seat in DTU or NSIT but not sure about CSE branch. Usually the cutoff for CSE is too high in these colleges. You stand a chance though to get other branches.All the best.

There is only one way to get a good government college, score well in your entrance exam. Otherwise, you can go for top private colleges in india.

I would suggest you to apply for some private institutes or try writing some other entrance exams to get into other institutes.
