No, It’s not possible for International students to study in the Netherlands for free as there's no such tuition-free programme available for students. The best way to study in the Netherlands for free is to obtain a scholarship. There are various scholarship options for international students, with some excellent opportunities for non-EEA students.

I can tell you for UK. GPA plays a major factor while you're applying. But if your Statement of Purpose (SOP) and Letter of Reference (LOR) academic, is strong enough then you shouldn't be worried much. Also the best part about UK is most of them are public universities, so application fee is not applicable so you should try your luck with as many universities you like.
