Criteria for getting a ATCOs job in India is that you need to have certificate from CTE Allahabad (Training Institute of AAI). If you hold a RTR license from here, you may handle air traffic in uncontrolled air space or for aerodrome advisory traffics.

After class 10, you can only become a private pilot. You shall get a PPL which shall allow you to fly privately but shall not give you any privileges of flying commercially.
For becoming a commercial pilot, there is a specific eligibility criteria, which you should first be aware of. This is decided on what subjects have you taken in class 12th. It requires PCM to be a pilot. And, even if you have not opted for the same, then you can appear separately for these subjects and become eligible. Further, you should be aware that you are medically fit to be a pilot, so I would suggest you to visithttp://www.dgca.nic.in/medical/medical-ind.ht
