All good colleges abroad require IELTS or TOEFL score to test your English skills. If a college is allowing admission without it then I am not sure if it is a good college and you should take admission in.

Every course and college have different entry requirements, you have to check on their websites for specific information. Normally you must have around 60% to secure a place at a decent college. You must also take the IELTS and have atleast 6 with module score less than 5.5.

Swinburne is a little ahead in ranking and reputation among the three for engineering purposes. But you should also check with the universities about the internship and placement opportunities they offer and compare.

It depends on your background, what exactly you want to do after the programme and your financial condition. The course is costly.

Your IELTS score is not the only factor to decide your admission. The most important factors are your academics, work experience and GMAT scores. Unfortunately, you haven't mentioned these.
