That depends on which course you would like to do. There are entrance exams for courses in MS and MBA such as the GMAT and GRE. Please refer to the link provided below for a list of colleges and eligibility for these courses in New Zealand:

Chances could be there but not the high ranked ones. You should start writing to the colleges for profile specific queries and they will guide you. Your IELTS score is low for a post graduate course but you can be offered a pathway or bridge course. It is best you check with the colleges directly before applying and clarify your doubts.
