If you are asking for a transfer, then you need to contact the universities directly. If you meet the credit point requirements of the universities, then they will consider you for studying there. It will depend on the university's requirement solely.

Hi Benhur,
Every program and college have different admission criteria. After completing class 12th, you can apply for Bachelor's degree programs. Basis your grades, you may get into a top university. All international applicants must take the IELTS, therefore you must give it too. The application process is online, you will find details on the website itself.

You must apply to a college and must have received the admission offer first. It is hard to say, if you will get the visa as it will depend on your application, education background and grades and your whole profile. The university reputation also matters.

The scope is better abroad for biotechnology field like in Canada, US, Denmark, etc. You can go abroad for your Masters, it will give you better exposure to research opportunities and also post study work options. Discuss with family and decide, you must also check finances, requirements, etc. before you decide. Work hard on your academics.
